Essex County Council Selects IEG4’s Digital Solution to Transform their Blue Badge Application Process

October 2024: Essex County Council has selected IEG4’s Concessionary Travel Case Management platform to revolutionise the way Blue Badge applications are processed for residents across the county. As part of the council’s commitment to its “Everyone’s Essex” plan, Essex County Council aims to improve the wellbeing of its citizens, especially those with mobility challenges, by modernising its Blue Badge service.

The Blue Badge provision is a key aspect of the council’s disability strategy, ‘Meaningful Lives Matter’, which seeks to empower individuals with learning disabilities, physical disabilities, and sensory impairments. For those who qualify, the Blue Badge is vital in maintaining independence, overcoming social isolation, and accessing essential services.

In 2023 the council received 43,000 applications, an increase of 57% since the current system was introduced in 2019 — a figure which is predicted to climb further as the county’s population ages. The existing system, which involves several manual forms, will be replaced by a state-of-the-art case management system that will streamline the entire process, from application submission to assessment, decision-making, and integration with the council’s website and payment systems.

Robbie Watson-Levey, Head of Customer Engagement at Essex County Council, said of the transition, “Our current system does not meet the needs of our residents and the implementation of IEG4’s Blue Badge digital solution is critical for us to provide an improved service in the face of rising demand for Blue Badge applications. Not only will this modern system ensure we meet our statutory obligations but will provide an improved experience for our residents who rely on the Blue Badge to maintain their independence. The new solution will also streamline the application process, removing manual tasks to allow our officers to focus more time on assessing applications. This investment reflects our commitment to listening to customer feedback and delivering an improved digital solution.”

With the Department for Transport reporting a 9.7% increase in Blue Badge applications nationwide in 2023, the adoption of this solution comes at a pivotal moment. As one of the largest counties in the UK by population, Essex County Council has seen a higher-than-average increase in applications, placing even greater importance on the timely implementation of this system.

The project is currently being mobilised, with deployment expecting to take a matter of weeks with go-live scheduled for early December 2024.
